Release 1.3.0
Bump version to 1.3.0 and cut the [1.3.0] - 2026-06-07 changelog section (wakeword pause toggle, independent hands-free audio cues, configurable auto-stop silence, notification hygiene, PortAudio noise suppression, and the new MANUAL.md).
