Subject: [PATCH] fix: show weather sidebar section when weatherEnabled even
 without location

The previous condition only checked weatherLat || weatherLon, so users
who enabled weather in settings but hadn't picked a city yet would never
see the sidebar toggle. Now shows if weatherEnabled OR lat/lon is set.
