build: pin PyTorch stack to GB10-validated versions

Browse Source 
A fresh build pulled torch 2.14.0 from the cu130 index, which has not
been validated with CUDA graph capture on SM121. Pin torch 2.12.1,
torchvision 0.27.1 and torchaudio 2.11.0 (the versions in the running
images) and document the v6.11 image tags.

- OpenAI-compatible clients that send a route alias such as `FR`, `FR_F` or `FR_M` in the `voice` field now get a configured speaker in that language (case-insensitive) instead of silently falling back to the default English voice. Unknown aliases still return the default voice or a 400 as before.
- **Reproducible builds:** the PyTorch stack is pinned to the versions validated on GB10 (`torch==2.12.1`, `torchvision==0.27.1`, `torchaudio==2.11.0`) so a rebuild no longer picks up an untested PyTorch release.
