Creates `AGENTS.md` with shared rules and environment setup block for Jules agents.
Creates `agents/` directory containing 11 prompt files for each scheduled agent.

Instructions

    • Do not perform drive-by refactors outside your specific concern.
  4. Update Journal: Append any critical, codebase-specific learnings to .jules/keeper.md.
